Short answer for most round downspouts: a 3-inch hole saw fits a 3-inch round downspout, and a 4-inch hole saw fits a 4-inch round downspout. But that answer is only safe if the pipe's outside diameter matches the 3 or 4 inch label. I've learned that the hard way.

I've been purchasing and installing downspout components since 2017. In my first year, I thought every downspout marked 3-inch was exactly 3 inches.
