Diablo Drill Bits, Wrenches, and Hole Saws: A Cost Manager's Guide to Knowing When to Spend
There isn't one "right" tool budget. There's only the right answer for your situation. After six years of managing supplies for a 30-person commercial millwork shop, I've learned that the most expensive tool is often the one that costs more in rework than it saved on the sticker. And the cheapest approach sometimes misses the problems that show up months later.
Before I get into specific recommendations, it's worth saying this: the question is not just what should I buy, but what happens if it fails. If the answer is we lose an hour, buy mid-range. If the answer is we lose a client, buy the good stuff. If the answer is we lose a finger, buy the calibrated stuff and learn how to use it.

How to Know Which Scenario You're In
The simplest test: ask who sees the outcome, and what the cost of failure is.
If the tool touches work that goes to a customer, treat it like part of the deliverable. Spend on quality first. If the tool is for internal repairs and the risk is downtime, spend on convenience and calibration. If the tool is for a one-off project and the failure cost is low, spend the minimum that gets a safe result.
I don't have a single answer for what every buyer should order. But I do have a process for asking the right question. And after a few years of logging every order and every rework in our system, the process has saved us more money than any one tool ever could.
